Anatoly Rafailov is a member of the Milli Majlis (National Assembly) of the Republic of Azerbaijan, a physician by training, and a prominent public figure who has devoted his life to serving both the community and the state.
Born in 1953, he received his medical education and worked for many years as a traumatologist. His medical career was not limited to clinical practice: Rafailov played a key role in the establishment and operation of the Hesed Gerson medical center — an institution that provides medical care to members of the Jewish community and other residents of the region.
In 2020, Anatoly Rafailov was elected to the Milli Majlis of Azerbaijan, representing the Guba-Gusar constituency — a region with a historically significant Mountain Jewish population. His election became a symbol of the real representation of the Jewish community at the highest level of state power.
In parliament, Rafailov heads the Azerbaijan-Israel Inter-Parliamentary Working Group, contributing to the strengthening of bilateral relations between the two countries. His work in this capacity reflects both his personal commitment and the broader strategic partnership between Azerbaijan and Israel.
In 2023, Anatoly Rafailov was awarded the Order of Shokhrat (Glory) — one of the highest state awards of the Republic of Azerbaijan — in recognition of his outstanding contributions to public life and the strengthening of interethnic harmony.
