Israel Leads the World in Cyberattacks
In a report released on Thursday by Radware titled “Global Threat Analysis 2026,” Israel was recognized as the country most susceptible to cyberattacks in 2025.
According to the data presented, Israel accounted for 12.2% of all registered attacks, followed by the United States with 9.4% and Ukraine with 8.9%.
The document also emphasizes that government institutions have become the primary target of cyberattacks, representing 38.8% of the total number of attacks. This indicates hackers’ intent to undermine the functioning of government bodies and reduce citizens’ trust.
Moreover, the highest number of attacks was also recorded in the manufacturing sector and hospitality industry, accounting for 8% and 6% respectively. This, according to Radware experts, points to strategic attempts to inflict both political and economic damage.
The report notes a significant increase in cyberattacks amid the adoption of artificial intelligence technologies. Radware reported a 168% rise in network-level attacks in 2025 compared to the previous year.
In the second half of 2025, the average client of Radware faced more than 25,351 cyberattacks, which amounts to about 139 attacks per day.
“The democratization of cyberattacks is no longer a theoretical issue; it’s our current reality. The convergence of generative frameworks for attacks… has effectively lowered the entry barrier, allowing even novice hackers to wield power previously reserved for states.”
Furthermore, the current situation has been described as a “digital paradise for malicious actors.”
Radware is a leading global provider of cybersecurity and application delivery solutions for physical, cloud, and software-defined data centers, based in Tel Aviv. The 2026 report is based on a comprehensive analysis of data gathered from the company’s research teams focused on cloud and managed security services, as well as threat intelligence.
